Elena Stuart has over ten years of experience in consulting on the implementation of EPC projects in the field of petrochemicals, oil and gas processing, energy, and natural resources. The total value of the projects that Elena worked on is over 100 billion Euros. Elena consults with contractors, clients in EPC projects, as well as interact with licensors and project creditors, including international export credit agencies.

 

Elena specializes in preparing pre-FEED and FEED contracts, license agreements, EPC contracts and related forms under Russian and English law; issues of design and operation of facilities; strategic consulting in the field of EPC with a focus on commercial, technical, and financial risks.

Major projects (partly): 

  • Consulting services to Baltic Chemical Complex in an EPC project for the construction of a gas chemical complex as part of the complex for the processing of ethane-containing gas in the Ust-Luga settlement in the Leningrad region. The gas chemical complex is part of the flagship investment project of modern Russia to create one of the world’s largest clusters for the extraction and deep processing of hydrocarbon raw materials in the northwest of Russia. The project’s cost is over 11 billion Euros
  • Consulting services for Golovinsky Mining Company (part of Oneksim Group) during the implementation of an EPC project for the construction of the Ak-Sug mining and processing plant in terms of legal, technical, and commercial aspects of project implementation.
  • Consulting services “RT-Engineering” (part of Rostec Corporation) during the implementation of an EPC project for the construction of a mining and metallurgical complex based on the Chernogorsk platinum group metals deposit. The project cost exceeds 570 billion rubles.
  • Consulting services for the Russian-Korean contractor “OMZ-Delim” in the implementation of an EPC project for the construction of a terminal for the production and transshipment of liquefied natural gas at the port of Vysotsk, Leningrad region, with a capacity of 660 thousand tons of LNG per year. The “Cryogas Vysotsk” plant is the third largest Russian enterprise for the production of LNG (the other two being the plants of the “Sakhalin 2” project and the “Yamal LNG” plant). The project cost is over 50 billion Rubles

Elena graduated with honours from the Russian Academy of Justice and the Russian Academy of Lawyers and Notaries, is fluent in English.
